Can't Hire butler

Hi! 

I recently installed the Pets expansion haven't encountered any problem back then (last EP that i installed was Parenthood) while in game i tried to hire a Butler. Every time i try to hire one the Interaction would queue up then would instantly disappear and my sim will end up ending the call. I cleared my Cache, Removed all of my Mods, Tried it on a Different Lot, Tried it on a new Save Game the problem still persist. Any recommendations to fix the problem  thanks.
