mods wont load but show up in mod summary Empty mods wont load but show up in mod summary

I've followed every instruction and things like that. I have mods and they show up in the mod summary when I open the game and stuff, but won't show up in game. I can't seem to figure it out, I have the resource file and everything is unzipped, up to date and everything like that, any tips?
