I have been trying to fix this all day can someone please help me here is the DeviceConfig

Unfortunately yours is one of the few GFX cards that are not natively supported by the Sims 3. Depending on your computer skills though, there may be a work-around.
If your comfortable with editing files you can use this: Getting your new card recognized by the game .
