Placed Lots Disappear After Game Reloads

I just recently updated my game to include the last few packs and the update, so my game disabled mods when I started it. I got a message to place the restaurant and spa, which meant that all of the different community lots that I placed were deleted.
I placed around six more lots in Newcrest, then enabled all of my mods and scripts and reloaded the game. Those lots were not there. I placed another spa and reloaded and it disappeared again. What is wrong here?
