cant make a household

cant make a household

so Ive downloaded the sims all from the beginning today and when I entered the game, I created a household and after I selected a season and went to pick a city, Ive noticed that non of the houses had families and when i picked a house for my family and wanted to start the game it just went back to CAS. I deleted all of my cc and mods and downloaded the game by the instructions like 3 times I dont know what else to do PLZ HELP ME
