TS4 file missing in the Bin folder?

Hi, I downloaded the latest release (Get Famous) from here, and what I found was that there's everything else but no TS4.exe nor TS4_x64.exe. I tried to unzip the original .7z file several times whether to figure out there's any problem during unzipping, but everytime I found that the result was same. I'd like to know how to solve this problem. 
I've done everything same with what I've done until now, so I don't think that the procedure itself is the problem. Thanks!

Add "C:\Program Files (x86)\The Sims 4\Game\Bin" to your anti-virus exception list and disable it completely before extracting .7z file. After you place everything where it should be, enable your anti-virus.
