Unable to start

I've tried reinstalling the game 2 times and I still get this. I'm pretty sure I followed the instructions.

That just means you've played higher version of The Sims 4 on this computer before.
If you don't care about saves - delete "Documents\Electronic Arts\The Sims 4" folder.
If you want to play those saves - install all DLCs you had before.
