Base game will not install!

I just downloaded the base game plus all the DLC's. I followed the instructions. when I tried to install the base game, I got this error and don't know how to proceed.  I am on Win10, and I even turned off my firewall for the duration of the install. This did not help. Any assistance would be appreciated. 

Extract it first. THEN run the setup.

Ok, the instruction don't say anything about that. Now it won't let me create a file path. Where should I extract to?

And I don't really know what you mean. Just right click and select "extract to ".
