SimCity 4 Deluxe Won't Play After Install Empty SimCity 4 Deluxe Won't Play After Install

So I installed SimCity 4 Deluxe according to the notecard. Right after I mounted disk 2 it had seemed to finish installation but it said please wait and then suddenly disappeared. Never created a desktop icon or shown a window I had to force quit or anything. So I went along and moved the .exe into the correct place and attempted to play but nothing happened. When I mount disk 1 it has option to play or uninstall and play doesn't do anything. So I don't know what to do.

Cannot edit my original post but I uninstalled and reinstalled and it does the same thing. It doesn't play.
