I'm somewhat scratching my head about this here in your install log:

Can you first of all try and edit the folder permissions for C:\Program Files, as shown in the guide here:

This was written for The Sims 3, but you can do the procedure with almost any folder. Then use a fresh Cleanup.exe that I uploaded here:
https://is.gd/WAxUz8

Put the file under your C:\Program Files\The Sims 2 Ultimate Collection\__Installer path. Replace the existing file, when you are prompted, and then try the 'silent installation process' again.
