Problem with lot - unfulfilled lot requirements (requirement incomplete).

For unknown reasons, the lot (in this case the vet clinic) shows 0 of every requirement. 
I tried to run the game without CC but it didn't help.
I'm open to suggestions, please help.

Sorry to have to tell you that there is a glitch that keeps lots from fullfilling its requirements. I have been reserching on the EA data base for bugs and all they have suggested as always, is to remove all the mods, which in your case is not the case and to repair the game. Wish I could help you more, but is all I have for now

Sorry to dig up this thread, but I've been having the same problem lately, with the exact same lot and also the Spa.

I've already tried replacing the clinic with another vet clinic lot in the gallery, but that won't do it.

They have not issue a fix for that bug yet and as far as I've search I think there is a mod that tries to fix this. Try searching for:  "lots can not fulfill requirements fix". I have no idea if it works, because I have not tested it myself. If you rather do not use a mod then try a new game and from the start test it. I know for a fact that once you have a save on a buggy or glitchy game, there is no way of repairing it that I know off at the moment.
