"The sims 3 wasn't installed correctly"

I have been searching the internet for a couple hours, and it seems like a common problem, though i havn't found a fix for it yet, i tried updateing it to 1.29, that didn't help i used the ultimate fix you have, but i still have the same problem, does anyone have an idea what i could be trying to do? I started out with just the base game, and it worked fine, but when i downloaded all the expansions up to Town Life, it just went wrong, and i got this error.

At what point do you get this error exactly?

I get it either if i use the launcher, or just before you get to the town menu in-game.

And sometimes i get an instant pop-up window with the text:

"The game couldn't start, and the the error code (0x024e424f)"
