Can't build store content.

So I have some store content that I can't find in-game. In edit town I wanted to throw in a Dr. Pepper stadium but I am unable to locate it. When I filter content to store content in edit town>build mode>collections nothing shows from the store.
I am able to find outfits in the create a sim from the store content I have from other packages. Pirate Hat Yay!
So is there somewhere I am not looking?

Hello,

Buildings like the stadium are in a different location. Enter the lot in build mode and use the icon that looks like a shop. It'll only appear if the lot has been designated as a community lot.

Awesome. That explained it well. I was the lessons re-reading over and over and the web.. well somehow the serach results went off topic no matter how specific or vague I made the search.
