The sims startup error and (0x017dcbb)

My sister has a problem when she turn sims launcher displays an error:

, and when trying to run the game by TS3.exe displays a different error:

Today she appled manual patch 1.47 and (despite the fact that all the Sims has installed on drive D) according to the instructions https://games4theworld.forumotion.com/t1171-must-read-how-to-install-the-sims-3 -correctly
Please help us

I've seen this before but in she's regedit there's no removed expansion, only the currently installed. So what should I do?

Same problem Admin,
I went into registry, all my installed expansion packs were there(no extra EP).
Now could you please explain, how can I solve problem, waiting for your reply sir

My game runs fine with the expansion listed. But when i update the game(the update 1.42 given on your site), my games gives the following error.I tried regedit, then your registryHelper fix and then tried to run the game, nothing happened
