Game Time Stops, but Computer Still Goes
Hello,
I used your Fix, it worked! Thank you, now I face a different problem.
My Sims 3 game stops for about a minute at a time. The diamonds still spin, if the phone rings it shows it rings and the sound is still pulses, the water in fountains still run, and I can move my mouse (the mouse symbol stays to whatever I had it on before it stops), but time does not advance. It seems it's when I make a command it happens.
I have no idea what's going on, but I think it's either the game or the Processor is too fast for the game.
It doesn't happen every time, if I restart the computer and play it again, that sometime fixes it. And sometimes after 3 or 4 restarts.
Can you help me?

That sounds like game lag.
There are various reasons for this to happen, none of which include a processor which is too fast though.

Can it be that my computer is Windows 7 64 bit? Because I don't have anything that would be bad routing, all my vehicles are in my garage, I have no mods, I have only 2 Sims in 1 household, and I run an Nvidia GeForce GTS 450 Graphics card AND Game Booster; so I meet the requirements and am getting help with it. I even lowered everything possible and it still does it.
I have no idea what's wrong with it.
Please help if you can!

Windows 7x64 is fine - that's what I primarily use when I play. Bad routing happens not just to your sims - it happens to all sims and many vehicles, in every world.
