Random freezes and lag in Sims 3 (Random times)

Iv looked around for a fix, I have Windows 8(Is that the problem)?

My sim lags or freezes for around 2-3 seconds then starts to walk again and when i move my mouse around it lag alittle, I dont really mind but would be nice if i found a fix.

Iv tried FPS_Limiter_0.2 but didnt see any change at all, Iv tried to lower my Sims 3 settings but that didnt work,
My computer can play sims 3 very easily, But it said something about my Windows "Windows is not supported" on Can you run it.

Iv tried going on Run "Config" then boot then clicking on "Number of processors" I put that on 4 then restarting my computer then i tried sims 3 then nofing changed "Just the same" then i unchecked it then restarted my computer then tried sims 3 again but the same.

I tried task manager then put my sims on high but no change, I even tried Realtime and that made it worse.

Looks like to me its Windows 8 :'(

I can still play it but with random freezes and lag.

Ohh yes iv tried game booster and razor game booster (No change)

Iv added Dxdiag.txt (My system) (Its a laptop)

yes but you could always try 
1.Master Controller http://nraas.wikispaces.com/MasterController+Phase+Eleven
2.Overwatch (Master Controller is Needed) http://nraas.wikispaces.com/Overwatch

and you can also try typing this in the cheatbox 
resetsim * (this will reset all the sims in your town) do this every 12 sim hours or whenever you feel lag and stuff) and if you don't know how to put up the cheat window here it is CTRL + SHIFT + C

How to add mods to the game?

Go to My Documents > Electronic Arts > The Sims 3 make a folder there named Mods  then download this file http://simpedia.sims2cri.com/atfiles/misc/Resource.cfg_Documenti.rar here extract it drag the Resource.CFG file to Mods and then create a new folder in the Mods Folder and Name it Packages put the both mods there

I dont like to cheat but is that cheating?.

mhmm not really it only resets all the sims in your town doesn't give you money or anything i dont like cheating aswell but its something i do for the lag

when it comes to windows 8 you have to right click your ts3.exe file and run as admin but also put windows Xp.

Mine doesnt work from TSM.exe mine works from TS3W ....

TS3.exe is the shortcut to the launcher i guess.....

TSM.exe doesnt work for me, It gives me a error but it works from TS3W

open the cheat window type (resetsim *) without the brackets O_O

I done that arrearrno, Worked for about 2 mins then stoped working, Im not going to sit there and keep doing that, I shoulnt have to anyways.
