Game Semi Freeze

After awhile the game will freeze. The mouse will stay the same icon (eg with cog) but move around and certain effects continue playing such as the fairy wings.
I got rid of all my new mods. The ones I had before never caused a problem. I majorly reduced my graphics to everything low or off except the Sim and Object detail and since then the freezing has occurred it seems.

Hello,
This problem may be caused by stuck sims. Have you tried the following:
(1) Hold Ctrl+Shift+C and then type "testingcheatsenabled true" and hit enter.
(2) Hold the same keys again and this time type "Resetsim *".
If it doesn't work, delete the following caches:
-CASPartCache.package
-compositorCache.package
-scriptCache.package
-simCompositorCache.package
-socialCache.package
-plus the contents of the folders "WorldCaches" & "Thumbnails"
A look into this may help.

Where are these Caches located?
I already tried the testingcheatsenabled true (always do that for teleportation and needs sliders) and I tried the reset sim.

Hello,
These caches can be located in C:\Users\(your computer name)\Documents\Electronic Arts\The Sims 3.

Which folders? I go to the directory and just the file folders are present

It is possible. Some have the folder and some don't. Especially if you don't have custom worlds, I'm not sure you're supposed to have the folder...

I deleted the files and I came out of Buy Mode and its stuck again. I can hear the noises even off the game with it still running.
