Will I still be able to install sims 3 expansion pack even if I'll delete all the files except for set up inside the rar?

You have to have all files WITH the Setup in order to install any expansion.

I recommend you redownload the expansion you want to install, that way you don't run into any major problems or errors.

You can remove the extracted files, but it's generally recommend to keep the downloaded .rar file. You might need it in the future, to reinstall an expansion pack or something. It'd be a bummer if you'd have to re-download everything.
And if you remove the downloaded .rar file, you can not seed the torrent any more, which is frowned upon by the torrent community.
