Hey there
When does this error occur? Does the game open at all, and it crashes when you choose a save; or it fails on startup?
You too should check that the game is fully updated before applying the fix.

Do you have any CC or Mods installed in your game? That specific APPCRASH is sometimes related with some faulty custom content installed in your game.
If you do, you could try to start the game without any CC and see if the crash keeps appearing.

If deleting the custom content works, you could try to use the halving technique to narrow down the CC that is causing problems:
You take half of the CC you are using (ensuring that all of the files needed for a specific mod is in one of the halves, so you don't break it) and put it in the game again. If the game works, then the problem is in the other half. You split this one again and repeat the process over and over, until you get the file that is causing the crash. Just so you don't lose all of your CC!

Did you already try all of the possibilities in the link? Make sure you tried them all before having to uninstall the game yet again.
If so, then something else you may do is uninstall completely the game (using a program of the sort of Revo Uninstaller). This is important, sometimes a normal uninstallation doesn't remove all of the files and settings and may linger to further the issue. Then, install it again following this guide closely:

Maybe something went bad during the first installation and it must be redone. Be sure to download the Latest Patch and the last Ultimate Fix from the link. Renaming and moving the The Sims 3 folder in the Documents wouldn't hurt, either. After that, you should check if you can run the game without problems (before putting any CC or Mods).

We never delete that folder "in advance". Unless you want to lose all your old savefiles and mods/CC, which is very rarely necessary. It's better to just rename the folder (into anything else than "The Sims 3"), so that it won't get recognized by the game. Upon re-starting the game, a fresh folder will be created.
And then, some testing/filtering of the old mods/CC can be done. So you will only want to try to remove the bad mods/CC, and still keep the savefiles and most good CCs.

Oh, you are right. I didn't think about that.
I should have said to rename it and put it somewhere else...

You should try doing the Step 2 in this guide here, to add the .exe files to the DEP and see if it works (there is an instructions video in there, too):

It didn't work. I try everything.

I created a sim really quickly and I played. I played 60-70 min. and it worked fine. After I clicked Main Menu and I created a new sim. In CAS is appearing the error. The problem is in the CAS ( I think so ).
What can I do?
P.S: I applied the fix and I clicked Run as Administrator.

Maybe you could try to lower your graphics setting, specially the shaders... If it has the same issue without any Custom Content or old saved files (if you did the renaming the The Sims 3 folder to force the game to create a new one), the problem should not be custom content then...
Maybe someone more experienced could give us some light?
Which video card are you using? Do you have options on the video card driver program to disable the vertical sync? I have seen it's a common cause for crashes with this game...
Which installers are you using? The ones from Games4theworld or any from other source? Did you use Revo Uninstaller or another strong tool to remove any traces of the old install on your pc?
Did you try to update your video card drivers to the latest (even beta if needed) version?
Let's know what you got, I really hope we can fix your game somehow!

Please, try not to double-post. Instead, use the "edit"-button in the top-right corner of your post after it shows up, if you want to add stuff to your original message. About your problem...
First of all, try the tool "Razor GameBooster" (google for it) and install it. Open the program and click on the button where it says "Boost". The program should be self-explanatory to use, but if you need more help with that, let me know.
Next, read this here:

After that, please download and install the following mods:
NRAAS_Master Controller (base mod)
NRAAS_Master Controller Integration
Re-start the game, and go into "map view". Click on the town hall, and then choose NRAAS -> Master Controller -> Settings -> CAS. Then click on the options...
Show in compact form: clothing
Show in compact form: hats
Show in compact form: accessories
So that the value to each 3 of them (on the right) says TRUE. The value really must be on TRUE, otherwise, this whole thing doesn't help you. And that's it actually - now try CAS again and see if anything improved. Good luck and do report back to me about your progress !
