I fixed the image of your link. Are you using any mods or custom content for Sims 4 ? That means: did you install any files in the .package file format ?

No, I'm not using any CC. And some ppl saying that i need to fix TS4 in Origin program, but i just install it and have this problem...

One thought (sorry for the late reply): are your graphics drivers up-to-date ? Do you know how to update them ?

Can you try re-downloading and re-installing the Visual C++ 2013 here ?

yes, I have that new one. Last update. Im thinking maybe it's problem of some driver or updates of win. I'm using win 8.1 x64, my laptop is Dell Studio 1555... Was looking for driver or something, but I'm bad in that...

Sorry for the late reply, but can you press the Windows key + R on your computer, when in the 'classic' desktop ? Now press dxdiag and hit enter. In the following window that comes up, please navigate to the one that says DISPLAY. Now show me a screenshot of that, please. Alternatively, post the information here, about "graphics chip/model", etc.

Please select the driver that supports Windows 8 too. Download and install this driver then. But I'm not sure if it could work:

Windows 7 is not the problem. As I said before, your graphics card is too old/weak to run the game. You will need to buy a better computer (or graphics card) to be able to play the game properly. Sorry.

But when I just install win 8, everything was fine, than windows starting updates and bam and TS4 showing game like this...

Believe me: it's never easy to say to people things like "sorry, your computer is just too old and crappy - so go buy a new one". But in this case, there isn't much else I can tell you.
I mean, if you want, you can re-install Windows 8 and *not update* it, but this is a huge hassle, and I don't recommend it. You cannot blame Windows 8 or the updates for this kind of thing. And it doesn't solve your main problem either way: your graphics card is simply not on the official list that I posted above. If you haven't done so yet, you can try lowering ALL your graphics settings and also play on the lowest resolution. And also download the driver that I posted in my other reply before. Maybe it can help.
But if not: then you will need to save up for better hardware.
