Infinite neighborhood loading.

When i join a neighborhood,it loads for a while and at like 97% it stops. I have no mods installed i tried installing the ultimate fix, it did not work. i have all the expansions
please help me

Hello and welcome to the forum,
Another possibility could be a corrupted savefile or other cache files. Mostly though it's caused by mods, but let's see. Try navigating to My Documents\Electronic Arts and change the name of the folder "The Sims 3" into anything else. Just change the folder name, and then re-start the game: see if it loads in this time.
If not, then I'm out of explanations too, sorry. The game still has tons of glitches, that are not going to be fixed anymore by EA, because the focus is now on The Sims 4 now..

ITS STILL NOT WORKING I WANT MY 0$ BACK

Try re-doing the steps #2, #4 and #5 here:

That basically means, re-apply the manual patch, and then the Ultimate fix. Also, is your computer strong enough for the game ?
