I don't know how to fix this. [SOLVED]

I have the g4tw base game and all the expansions just as the instructions requested and I get this message whenever I try to open the game
"Unale to startL: the contents of your user data directory were created by a newer version of the sims 4 and cannot be loaded. Please update your game via Origin to play.

Go to the folder The Sims 4 in Documents - Electronic Arts.
Remove the file GameVersion.
Now start your game again.

City Living is not showing up in game. I have moved the files over and over, checked each file to make sure it is right. Still at a loss. I just want to build an apartment!

You probably have Origin completely closed, I hope? Have you also had a look at the post here?

What about right-clicking on the game and choosing "run as Administrator"? Finally, do you think you can show me a screenshot from INSIDE your "The Sims 4" install folder, from Program files (x86)?
