TS4 freezes at start

Hello!
I have the official base game. Before installing i turned off the automatic updates. Just as the instructions said, i copied and pasted the folders in a right order. I open the game, it loads. Then i get the popups from all of the new expansion packs etc but when i am to close the Vintage Glamour Stuff Pack, it freezes. 
Also I tried playing with cc before but it froze even earlier, when the plumbob was on the screen.

Do you have any ideas what should i do? thanks!

Are you sure you kept the install order of the game items as the following?
Base game -> Get to Work -> Get together -> City Living.
