You Cannot travel while a situation is running

Everytime I try to travel this message appears, "You Cannot travel while a situation is running". What that mean? I can't even go to my own restaurant. Please help me to solve this problem.

Hi, 
Try to start a new game, and then travel. If you are able to, the previous saves might be corrupted and prevented you from travelling.
It's also a good idea to test the game without mods as well.
