Base game:   Origin Digital Deluxe Edition items, Plumbob lamps, Freezer Bunny Award.

Get to Work:  Holiday Celebration Pack (FP01, 2014 Christmas-themed items), Outdoor Retreat (GP01), Get to Work (EP01)

Get together: Spa Day (GP02), Luxury Party Stuff (SP01), Perfect Patio Stuff (SP02), Cool Kitchen Stuff (SP03), Spooky Stuff (SP04), Get together (EP02)

City living:    Dine Out (GP03), Movie Hangout Stuff (SP05), Romantic Garden Stuff (SP06), Kids Room Stuff (SP07), Backyard Stuff (SP08), Vintage Glamour Stuff (SP09), City Living (EP03).

Unfortunately that's technically not possible at the moment. So yes, at first you need to install all the stuff in order, and THEN you can subtract/remove stuff. See the post here:

I also want to add, that in my experience 80-90% of users want the "complete pack" (Sims 4 with all DLC) anyhow. Unless your computer is old and/or weaker in terms of hardware, or you are running low on harddrive space, I personally don't think there is much reason for you to remove DLC. 

The game is very minimalistic anyhow in terms of gameplay. It's not that much effort to remove DLC, but then again, I suppose you might as well leave those DLC in, rather than tamper with the game files and risk doing something wrong.
