Update incorrectly installed??
i have been keeping up to date on all of my updates with your installations, but unfortunately this most recent update is causing me some issues, here is a screen shot of what my pc is coming up with;
as you can see it is "downloading" but when i click on it to confirm it requests me to connect to the internet with the sims 4, and my malwear is screaming at me from the moment i open up the sims 4 game, please assist me in this issue.

First of all, please try configuring exclusions in that antivirus program (that pops up in your example screenshot). So try adding the install path of The Sims 4 to the exclusions. I'm not familiar with the program, so I'm afraid I can't suggest much else than try googling if you needed more instructions on that.
If, however, the program doesn't let you configure exclusions, you have to make priorities. Do you want to keep the program, or play The Sims 4? You might need to consider uninstalling the antivirus program (followed by a reboot of the computer).
In addition it's also a good idea to disable the built-in Windows Defender, if you are running Windows 10.

After you did all of that, please try re-applying the latest patch. Simply copy and paste it again over your Sims 4 installation. See how the game runs after that.

What was the latest DLC or update that you installed? I think Dine Out is included in our torrent for "City Living"; so you will need to re-copy/re-paste that torrent over your Sims 4 installation.
The problem now is, you also need to re-apply all DLC after City Living again as well, depending on how "far" you installed those DLC.

im up to date, i just proceeded to do the newest update that was released last. i had no issues with dine out what so ever

So are you still getting the error with the "Pack download in progress", or is the error gone?

So are you still getting the error with the "Pack download in progress", or is the error gone?
@Anadius1 developed a very good system that deals with this problem
Problem: When you start the game it will come up with the message that uninstalled DLC's will download. That of course is not true, so you can just click that message away. Also it shows that ALL packs are installed and that is not true either To solve this problem, download the DLC-toggler. Unpack with Winrar and place the 2 files in the main directory of your install folder The Sims 4 |

The DLC's in your possession are in white, items you don't have are in red
(Of course you can also de-activate unwanted DLC's in your possession.)
