Can I install Sims 4 packs even though I bought the base game and other packs already?

I have no idea what I am doing. I just want to download Dine out, Vampires, and Island Living when it is released.

Welcome to the Forum,
You cannot "add pirated DLC" to an Origin account if that is what you wanted to ask. And if you merely copy/paste cracked stuff over your Origin installation, you could play, but then you can't access the Gallery anymore.
In my opinion your best bet would be to leave the Origin installation un-touched, then use some cracked version of The Sims 4, and install it in a different path than your Origin game.
Sim Architect for example offers a complete all-in-one here:

Or use the stuff from anadius:

In your situation I would not recommend using the G4TW repacks, because there are quite a few of these, and it's easier in your situation to use some kind of all-in-one.
