Hello and welcome to the G4TW Forums @sims2needhelp,

May I ask where you downloaded the item from? Is it from G4TW? Maybe the "Complete Collection" with all the individual installers? If so, the system is meant that you install all of the DLCs, and not just the base game.

But if you want to give it a try with just the base game, then check out this here:
https://www.games4theworld.club/t22413-how-to-use-nocd-files-in-the-sims-2#149976

Grab the download at the bottom of the page and open with WinRAR. Extract the folder "The Sims 2". Doesn't matter for now where you do. After extracting, go inside the folder, and "TSBin", and copy the "Sims2.exe". This is going to be your NoCD-file.

Then you go under - if I remember correctly - C:\Program Files (x86)\EA GAMES\The Sims 2 Double Deluxe\TSBin. Paste the file (that you copied before) there, and replace the existing file. Again, I'm not sharp anymore on the details and folder structure of the old TS2. I myself use the "TS2 Origin Ultimate Collection", which has a slightly different folder structure. But just look in your TS2 installation folder for a "Sims2.exe" file, to find out where it is located. Then replace it with the one included in that 120MB download pack, from MEGA.

Good luck for now and feel free to keep us posted!

Ah, that's what you mean. This is a known problem with the "normal" basegame of The Sims 2. The best advice I can give you at this point is to look for a 'different' basegame release somewhere. I recommend the "Double Deluxe" version of The Sims 2, if you can find it somewhere.

If you want to give G4TW's stuff a try, I personally would recommend this here:
https://www.games4theworld.club/t33221-the-sims-2-origin-ultimate-collection-out-now

But up to you. Sorry I cannot give an easier solution for your specific case. If you decide to go for that Origin Ultimate Collection, bear in mind please that you cannot choose which DLC you want, as you will get all available updates + DLC, in that release.
