I've tried EVERYTHING, still getting *crash* "The Sims 3 has stopped working" error.

It used to be just during game-play so I tried all possible fixes and now the game wont even start without crashing and showing this "Sims 3 has stopped working"
SOO FRUSTRATING.
I've tried the DEP, running all as administrator, you name it!

Please help asap I miss simming Sad

Details about my laptop:
Windows 7 Home Premium Service Pack 1
Acer Aspire 5750G
Intel Core i5-2450M 2.5 GHz with turbo boost up to 3.1GHz
Nvidia GeForce GT 520M, up to 2741MB TurboCache
4GB DDR3 Memory
750GB HDD

It has ran perfectly until I started playing more frequently!

Do you have the latest game version? Any mods/cc?

I have removed all mods/cc
Game version is 1.39.3
I have applied the newest ultimate fix and have also backed up the actual My Documents/Electronic Arts/ The Sims 3 Folder and removed it and still nothing!
