Yes, though depending on your hardware you may have issues in game. The game itself should be perfectly fine on Win8.

You think maybe I can run the sims 3 on compatibility mode and set it as windows 7? or I should just forget about it

The game's minimum requirements isn't what I was really referring to. For one such example of what I am referring to, if your graphics card has issues with DirectX11. Since DirectX 9c is incompatible with Windows 8, it would be an issue that wouldn't be resolved easily - and compatibility mode won't fix that.
