Game freezes periodically for 10-30 seconds at a time

I'm sorry if this topic has been beaten to death, but I have yet to find an actual fix for it. What happens is I'll be playing and suddenly everything will freeze except minor details (Plumbob, sleeping "Z's," water moving, trees swaying etc.) and it stays like that for 10-30 seconds. Now this didn't happen at all when I first installed the game, but over time it starts to happen constantly; every couple of minutes. I've searched for a fix and I've tried the relevant ones like deleting the cache files, using gamebooster, trying resetsim. Nothing works.

I've seen plenty of posts suggesting overwatch, but all it seems to do is apply resetsim whenever/wherever it is necessary. The lag isn't caused by stuck sims, I made a brand new town with a new family and right off the bat I'm lagging. Is there any fix that I may have missed.

I forgot to mention that I have been trying to play on island paradise, if that's relevant to the issue. I'm going to try a different city to see if there's any change.

I've started again in moonlight falls and everything seems to be working fine. Is there a known problem with Island Paradise?

This how I solve the problem: Updating the graphics driver didn't work for me. What DID work was this:

1. CTRL+SHIFT+C
2. resetSim *
EXACTLY as written!
it resets EVERY sim in the game. It's probaly because of a sim being stuck with something. It may freeze for a few seconds after you type this, but it's normal!

Are you using any mods ? If so, which mods ? And you can even try removing all your mods.

Also, does this lag happen when you make a new savegame in Isla Paradiso ?

In general, try a "disc cleanup". In Windows 7, right-click on the hard-drive C: and go to "Properties". In the "General" tab, choose "Disk cleanup" and follow the instructions. Plus, try defragmanting your hard-drive (C:) too...

So far that's it from me. Let us know if any of these hints works !

You may even try lowering your in-game graphics settings in Isla Paradiso; like turning off VSync, for example.

No I don't use any mods or custom content and I try to do a disk cleanup ever couple of days.

And yes this lag happens almost immediately when I enter live mode on a new savegame in Isla Paradiso, but it's nearly nonexistant on any other cities.

Also, the resetsim cheat is irrelevant because the lag happens even on a new save

forgot to mention that I did do a disk defrag recently in hopes to solve the lag, it lightened the lag, but not enough to make it playable
