Yes, it's most likely a rumor. EA/Maxis just announced a 'Game Pack', and it still hasn't been confirmed it this will replace Expansion Packs or just compliment them. There's no mention of anything of the sort that I can find, either. And that logo doesn't look official, to be honest.
It seems to be created by users, to spread a rumor or to express the excitement of an Open for Business comeback.
