Parenthood "Not Owned"? Empty Parenthood "Not Owned"?

I'm not entirely sure what step I'm doing wrong when installing the newest DLC/fix but I've reinstalled it twice now and it always says I don't own it on the main menu. Sad
I've followed the steps from the included text file and got the "fix" for it.
Am I missing a step? 
To reinstall I just re-did the entire Toddler/Vampire setup so it was as if I never had Parenthood.
Then I renamed my Game folder, dragged the Parenthood folders and replaced the old ones.
Added the Data folder from the fix.
I also made sure I took my mods out and even deleted my Sims 4 folder so it could make a new one.
What am I doing wrong? Sad Am I missing a step somehow?
