Hello again,
You have to use the TS4_x64.exe for starting up the 64-bit version of the game. See also the topic here:

It also doesn't matter where you install the game, you always have to use the TS4_x64.exe. Good luck!

How to reinstall?
I want to reinstall my sims, do i have to install every single patch ? Bc i never do that when im reinstalling my game

It all depends on the reason why you want to reinstall.
1. The game is corrupt - yes then delete the installation first and reinstall all DLC's in the correct order.
2. The game works fine but you want to start anew - just delete the folder The Sims 4 from the folder Documents ->Electronic Arts (so not from Program Files)

Why do you even have to re-install the game?

Bc my game is not responding an close by it self after i put some mods if i take the mods out my sims work fine. But last time i put the mods it perfectly fine. And now i dont know why this is happening
