Welcome to the Forum,
If you have ZLOrigin or Origin logged in, then log completely off, and close all of their related windows. Then try re-starting the game.

Re: HELP: The application was unable to start correctly (0xc0000142)
Did you get "Hello" message before error 0xc0000142?
With "Hello":
Disable Hyper-V. Go to Control Panel > Uninstall a program > Turn Windows features on or off > uncheck Hyper-V. If that doesn’t help, disable virtualization in BIOS/(U)EFI.
Without "Hello":
Uninstall Microsoft Visual C++ Redistributable both 2010 and 2013, both x86 and x64, and then install it again. You can find it in your game installation directory:
__Installer\vc\vc2010sp1\redist\vcredist_x86.exe

__Installer\vc\vc2013\redist\vcredist_x86.exe
