Resource.cfg file in Client

Sorry for my english, it's not the best.
Hi guys, so i really hope that you can help me in this. So, i was trying to download CC to my Sims and i can't. I found the Resource.cfg in the Client carpet, like u can see right here > https://servimg.com/view/20129922/1
And in every tutorial that i see, exists a mod carpet, and i tried to created that carpet and copy the resource.cfg in there but it doesn't work. Please help

We've had some issues dealing on here, hence my belated responses everywhere. We're still not back, but we'll try. Meanwhile I inserted the image directly in your post.
Are you positive that Resource.cfg goes directly into the install folder? Because that is rather unusual for mods. Normally mods go under C:\Users\(your Windows account name)\Documents\Electronic Arts\The Sims 4\Mods.
