No people in my community lots fix!!

whenever i go to a community lot i only see 1 person or 2 is there any cheat for more people to come to ur community lots ?
FIX READ:
first go to the community lot make alot of contacts then call them and invite them to the community in which u are in order to have more people in ur community lots.
