Moonlight Falls / i can't put other community lots in town

In other towns,i put some bars,clubs in edit town mod but in the new neighbor i can't put this community lots even if the lot size fits.
/in my first edit i manage to put a library and casino but i can't put a dive bar or lounge.
ohh my mods are deleted.

Did you make sure the lot type was correct for what you were trying to place?

If so, and it's still not working, what I did when I had this happen was I had to completely bulldoze the lot, then put a new space down for the building. It was time consuming and the lots weren't perfectly lined up with the road, but the buildings finally could be placed.
