Possible Culprit?: Missing DLC and Game Data Incomplete Error Empty Possible Culprit?: Missing DLC and Game Data Incomplete Error

Hi everyone! I am a very long-time G4TW user and supporter, first time forum poster. I was looking through the forum today as I was having the problem with missing DLC and the "Game Data Incomplete" Error and was looking for a solution. I couldn't find any scenarios mimicking this exact process so I thought I would share it. This is what occurred in the creation and resolution of this error for me. I hope that someone will find it helpful and maybe someone with more knowledge can help figure out what exactly is going on.

Note: I am running Windows 8 with the latest version of Ultimate Fix installed. 

Here are the steps I took to get the error and how I resolved it:
1. I installed a custom hair mesh (I can share the link to it, if needed) It was the first custom content I have installed since the Ultimate Fix that included Kitchen and Spa stuff. 2.  I was able to load and play the game with the new hair mesh, but noticed my game acting really buggy and restarted it. 
3. I then got the “Sims 4 Game Data Incomplete” error. All DLC was gone (Outdoor Stuff, Kitchen Stuff, etc) 
4. I went back to the original mods folder (C:\Users\Me\Documents\Electronic Arts\The Sims 4\Mods) and deleted the custom hair mesh. 
5. All DLC returned. 

The G4TW guide to installing CC instructs to put it in this folder, but is there a different folder we need to start putting CC in to avoid this issue? Also, I saw the most popular response to the “Game Data Incomplete” error was to make sure Origin wasn’t running. It was not running for me, but I was still getting the error until I removed the CC I had just installed. I have not tried installing any other CC since.

See my last reply there. Maybe the CC was created with a "higher" base game patch version, and that can lead to the DLC to disappear. But that's only speculation. For now, try doing without this specific CC item that causes your DLC to disappear. That's the best I can suggest. Good luck !
