But I do not have these programs installed on the pc
Do I have avast and the sims is on the exclusions list

what about the windows defender which comes with your windows version? Which windows version are you using? It is not enough to only exclude the sims 4 file. The instructions in the above mentioned document describe in detail what else you have to exclude. And please exclude the torrent download file as well. Your virus program might remove the cracked origin.dll the minute you open the .RAR file. I have basically everything sims 4 related excluded, even when running from my external hard drives

You should have windows defender installed in your pc, since (if i'm not wrong) it's pre-installed app.
Try turning off avast and re-install the game (or if worse you need to re-download) again.
Other than that, did you follow the installation guide to a TEA?(sorry trying to make a joke) Ahem.

Windows 7, i think it should be microsoft security essentials instead? Do you have it? I'd suggest at this point to turn off your anti-virus and security essentials and re-install the game again.
