Moonlight falls, empty lots?

I have a question.. are the community lots in Moonlight falls supposed to be empty? Not all of mine are, but some.
Have I missed something, or.. is it supposed to be like that?

Yea moonlight falls is a dissappointed me..... lots of empy lots and empy neighboor. It is really empty.

Is everything empty? It's definitely not supposed to be like that. I had to move my town filler families in with other families when I first started because there were so few empty houses.

So. Do you have any mods/cc?

I noticed that too. It's weird cause there's a mailbox and garbage can. I would think something would be going on there but nothing, not even full moons. LOL also am i the only who has a random sim "perfoming" in the woods, alone, all the time.

No, not every lot is empty. But almost every community park is empty except for a few trees. seems a little bit boring for my taste, what happened there?

No mods, but some CC. But if that's the problem, why does everything, and all of the other worlds, work like a charm?

I don't know if this is the same thing, but there are only a few families moved into their lots. All the households are still active in game (going to their jobs, etc.), but a lot of them just don't have a home. I noticed this because a co-worker of my sim invited him over to her house, but I had trouble finding it. When I looked on the wiki to see where she lived and checked in my town, the lot was unoccupied.

I'm not sure, maybe they can move out on their own? It seems unlikely though. If something like that happened somehow, they didn't find a new home.

In the game overall, Sims can have the option of moving "out of town" or just seemingly become townies without any notice. The only way i was able to deal with this issue was by installing the StoryProgression mod from Nrass. If the sims don't have anything going on with them daily, they just tend to fade away but with the Mod, they move on with their lives..having kids and everything and I haven't faced that problem since.
