Sims3 Exchange with only Base game registered? [SOLVED]

Hi. This is a question regarding the Sims 3.
If I have all the expantion packs download but not registered on the Sims 3 site, can I still download CC for that certain expantion?
What i mean by that is... you must have the base game registered the download by the Exchange, But can i still download CC from expantion packs that i do not have registered? Or does EA not do it like that?

You must've predicted the future! Because I do LOVE this! This just solved all of my exchange problems, too bad I couldn't have found it earlier.

Would have served me if i bought The Sims 3 again, I forgot my email and lost my manual when the game came out(The account had $10 of credits).

Would still like to get an answer to my original question though.
